My test machine is version 4.1.  I have absolutely no control over the server, which is also running Tomcat 4.1.  So if WO doesn't work in version 4.1 my only option is to use something other than WebObjects.

However, that would make perfect sense for WebObjects to *NOT* work running under the default Tomcat version for Mac OS X Server.  Par for he course, way to go Apple.   hehe.....
