Cliff: Thanks for the pointer.

Now that we start/stop the service via Server Admin, I thought it wasn't necessary to un-comment the startup item for wotaskd within / System/Library/StartupItems/WebObjects/WebObjects (I'm assuming this is the shell script you are referencing).

I uncommented the startup for wotaskd within this file and added sleep 5 just before that line. I did this on our backup network and rebooted the server several times, just to make sure the fix worked. And, it seems to have done the trick. Unless I'm just getting lucking this round of reboots and have edited the wrong file.
