I would think that your asking the wrong question. What I suspect your question should be is: Can I build on 5.4 and deploy on Tiger?
I haven't yet had a chance to try it, but I'm planning to experiment with it. Just move all of the libraries to the Tiger machine, and deploy. Replace wotaskd and JavaMonitor with the 10.5, and possible replace the Apache WOAdaptor as well. I'll be trying this sometime next week and will let you know. As for your question as asked, WO5.4 and WO5.3 have API changes so it would be difficult. You could of course build WO 5.3 apps on Leoapord and deploy them on Tiger with little problem.
