  Had the same problem some years ago. Here's the solution:

You need to add -WODirectConnectEnabled NO to the launch arguments in Monitor. When this is enabled, it disables Refuse New Sessions.

Is there a way via the command line to set an app instance to refuse new connections? I am not sure why JavaMonitor is not working but I've deployed a new build and I need to get the old one to shut down gracefully.
