I feel I'm almost there...

I fixed up the permissions so that my app is owned by;

_appserver  _appserveradm

with permissions of 755 

(propagated this throughout the installation) and did the split install.

My app now responds with the log in page at:

http://appserver.agencysacks.com/cgi-bin/WebObjects/Prime.woa

except none of the ajax stuff is working. This is my first foray int AJAX... I 
put all the frameworks in  /Library/Frameworks

what about the ownership and permissions here? it says that the administrator 
(me) owns them... however I see other frameworks there that are owned by root...

what should I do with these... change ownership/permissions??? what permissions?
