As a follow-up, then, is there any way to tell WOBootstrap.jar to look 
somewhere other than (or in addition to) 
$NEXT_ROOT/Local/Library/WebObjects/Extensions?  I'm using a simplified 
non-Apple deployment directory structure, and 
Local/Library/WebObjects/Extensions is a lone remnant with just that JAR in it.

(Simon, I'm using your WOApplications-WOWebServerResources-WODeployment 
structure.  Where are you putting JDBC driver JARs in that setup?)
