Oh.. I agree. But its a truth in advertising thing. If Apple sells it that way...
They have yet to come clean on what the licensing means, and I hope they do some day. I'm just not that hopeful that they will until the next XCode or OSX Server ships, where 5.3 would have come w/ the boxed copy instead of being an added update.
