This seems to be a complicated solution for a simple problem.  Is there a problem with using the build-in "max length" for an HTML form field.  Then just use a standard number formatter to properly format into a number?

In any case, I would avoid performing validation in a formatter.  It seems to me to be two separate issues.  I would add a validator for the field in the model.  This, after all, is part of the model's responsibility (based on my understanding of the model layer of MVC).  Understandably, opinions may vary somewhat on this point.
