The tourist board arranges this for the benefit of retailers. Tourists generally arrive with lots of shorts and golf shirts and no jackets, foolishly thinking that all of California is warm and sunny all the time. As soon as they realize their mistake (that is, the moment they step out of the airport) they head out to buy an entire new wardrobe. Look at it as doing your part for the local economy!
