Hmm,

I will have to investigate this "custom formatter". I thought they were for display only.

That does not sound like a task for validation to me. That sounds more like a job for a custom formatter.

I have a custom formatter that does this kind of thing for phone numbers.

Project Wonder source is a good place to look if you are interested in writing one.
