Nope it does not install this file. Guess for the time being windows users are going to have to open a browser manually.

It's looking for WORootDirectory/Library/WebObjects/Executables/ WOOpenURL.exe ... When I installed WO previously, I did so with the WO 5.2 Windows installer and then upgraded it to WO 5.3. Maybe the straight 5.3 installer doesn't include WOOpenURL.exe?
