I use the css editor that is part of the WTP (Web Tools Platform)
available with eclipse. It's just a text editor with syntax
highlighting and context-sensitive completion of keys and values.
If you're looking for syntax highlighting + completion, WOLips has a
CSS editor in it that will provide this.
