This works fine without WOLips so I suspect this is a Eclipse plugin or WOLips feature/bug. I use the WO jars for a command line tool and I am able to configure the javadoc in Eclipse without the WOLips plugin. I also have some WO web app projects in a separate workspace with a separate copy of eclipse with the WOLips plugin and I am unable to configure the javadoc there.
