Yeah, the stubs are in their own framework compiling against 1.4.
However, if your axis client app is a non-WO app you can happily use
axis 1.4 to connect to axis 1.1. Our onCourse app does that.

axis1.1 is what I've linked against. I believe later versions are
incompatible - at least for wsdl generation.
