Thanks Anjo, but I'm still not seeing it. I added a rule as:
Priority = 100
Left-Hand Side = "true"
Right-Hand Side Key = formEncoding
Right-Hand Side Value = "multipart/form-data"
Class = com.webobjects.directtoweb.Assignment
Should it be a different class?

I have an Entity of User and a relationship to ERAttachment named
