I'm not sure if you are having the same problem but yesterday I was dealing 
with something similar that was driving me crazy - adding WOFileUpload was 
stripping the values of all elements.

Adding this property to the properties file fixed it.

er.extensions.ERXApplication.DefaultEncoding=UTF-8
