If you're seeing what I think you're seeing, it is due to the css relying on a span tag to make the tabs. Try adding the property

er.extensions.ERXNavigationManager.includeLabelSpanTag=true

to your properties file and see if it helps.

Namely, those pretty tabs that Dave took care to make disappeared and my tabs look pretty sad.
