That's not the WOLToolbar :-) That's the ERD2WDebugFlags component. If you aren't seeing anything in the console
log4j.logger.er.directtoweb.rules.ERD2WTraceRuleFiringEnabled=DEBUG should do the trick. I generally just stick this in a Properties.dev file and leave it on forever. It's in my new application template.
