sure it was my bad. I was missing a double quote: "PropertyKey.security.canCreatePerson = "Can Create New User";
should have been: "PropertyKey.security.canCreatePerson" = "Can Create New User"; the warning went away by fixing the missing double quote. weird that I got German and Japanese errors. but that's the long and short.
