It does not look right to me.

With the caveat that we're now looking at your built framework, and not the 
application bundle we were discussing earlier, it doesn't look right to me 
either. Your framework's POM is missing this:

<packaging>woframework</packaging>

(How are you initially generating these POMs? Both your application and now 
framework were missing the correct <packaging> elements. Are you starting from 
a WOCommunity archetype or just rolling your own from scratch?)
