I have no idea what the problem it but sidestepped this issue myself
by generating the datetime in Python with a helper function:

from web.db import *
from time import gmtime

def now():
    return "%02d-%02d-%02d %02d:%02d:%02d" % gmtime()[0:6]

newid = insert('foo',
        createdtime = now(),
        [...]
    )

More readable code too!
