I've never noticed this. I was expecting the default setup.py will include everything in web/*, but it looks like it is not including web/wsgiserver/LICENSE.txt. I've added MANIFEST.in file to include LICENSE.txt, ChangeLog.txt and web/wsgiserver/LICENSE.txt in the distribution. It will take effect from next release. Thanks for pointing it out.
