hey ... I updated the collective life cycle instructions document to
reflect the moratorium on new groups till Sept 14 when we move to XWiki.
I had forgotten do to this at the end of July when we started this
interim period between Phases 1 and 2 of the website transition. Thanks
to those out there for the reminders.
