I wouldn't call it that but, in principle, yes, it does generate email which gets sent to the mailing list.

In the recent days apparently posting a message requires approval of the ML owner - or to subscribe to the ML. Personally I'd rather avoid subscribing and I think it's an unnecessary obstacle for casual commenters too. So I am wondering if this is a new policy or just an inadvertent change that can be reverted ?

When the list owners change the administrative password to the list, the messages from the forum to the list get held up in moderation. The list admin/owner will either need to inform us (off-list) of the changed password or we'll reset it.

As for avoiding subscription...due to the realities of spammers and spam, we just don't run open lists.
