The current "secretary driven" system supports this simply by having
them stop processing grants on that date and letting things queue up
until after the election. In a distributed model like you propose,
there needs to be something more formal - something that is explicit,
auditable and testable.
We can disable the edit rights of the Facilitators on the cutoff date.
That will prevent them making any changes until the election is over,
when we can re-enable their edit rights.
