On the first front, I don't think so (the old chat applet didn't
have this feature really either, you could /join whatever).
On the second (requiring site login), I don't know.
My inclination is to make it helpful but not restrictive-- not
restricting rooms or requiring login. And since freenode is doing the
hosting of the app, we're just taking advantage of their feature
development. If we hosted our own instance of qwebirc, it might
be a different story, but I really don't want to do that.
