See above - using the content from the german site as a starting point is fine - but don't take all the content from the german pages as reference wrt what should end up on the main page. If it really is about translations (i.e. duplicating the content in a different language, as opposed to providing different content for the same topic), it might be better to move it to the main site and use silverstripe's translation feature, that way you get links to the available translations automatically, as seen here for example: http://pumbaa.ooodev.org:7780/ has translations in french and german, the links are automatically generated depending on what translations exist for that page.
