The whole project has still to find its structures. A "language group" or "NL team" IMO can be any group of people that deliver content in a specific language. This can be documentation, website content, support services, and much more. It may or may not include l10n. Their coherence has its source in their common language. The coherence of a "local group" is geographically, not necessarily the same language, for example Switzerland or the tri-state area of Lower Bavaria, Upper Austria and South Bohemia.
