I can name quite a few cloud based solutions most being open source. One solution is now the apache incubation project of citrix's cloudstack. it looks like a very nice way to go in my honest opinion and will function on most open source hypervisors.
let's start this discussion when we are in the planning phase. We will inform this list in time, and open discussion. Choosing a cloud solution for a future infra platform is a bit early these days. ;-)
