the email-address or a link to a project resource is available inside
the current extensions-site and an email-address has to be submitted
with the form, but this personal information will not published on the web.

It's possible to contact the author of an extension, if you are logged
in. There will be an addon that makes the contact-form available to
anonymus user (with captcha):
http://plone.org/products/collective.contactauthor

I've not tested it myself.

+1
That would put the burden on the site-admins to forward the information
to the author.

I looked around for an issue tracker inside Plone:
http://plone.org/products/poi

But I read about complaints that it went into a spam sink. Thus I would
not propose to use it (would need some extra development of that addon
to get robots etc. out)

Regards,
Andreas
