My reading of the discussion is that there has been no intent to have
multiple minor releases concurrently, i.e. there wouldn't be 2.2.4,
2.2.6, 2.2.8 at the same time. Only, possibly, a 2.2.something and a
2.4.something.  Did anyone feel differently?

However, in terms of layout we've been discussion using the perl/PHP
layout, which means 
        /usr/apache2/[version]/...  
where [version] is the full version like "2.2.4".

If we go the versioned layout direction, I think we'll just want the
major.minor release in [version],
        /usr/apache2/2.2/...
        /usr/apache2/2.4/...
otherwise there will be a large number of versioned directories, increasing
every time a handful of bug fixes come out.
