The double quotes at the beginning of the path in the if exist pretty much make

meaningless. I changed the if exist statement so it does not use quotes:
set JAVA_CMD="%JAVA_HOME%\bin\java.exe"
if exist %JAVA_CMD% goto hasJavaHome
and it worked great for my case.
