Hi,
dataDriven is a general Ant task but scriptStep is a WebTest step,
therefore only intended to work within <webtest>....</webtest>.
In your case, I don't think that ${...} properties are expanded within
the body of scriptStep. You can access project properties through
project.getProperties().get('Location')
