The message got sent to webware-devel, but unfortunately, it required
administrator approval because it uses "bcc" to hide the recipient's
address, and emails like that are treated as possible spam by Mailman.  Once
I logged into Mailman and approved the message, it got sent.

I don't think I can change this behavior, and I certainly don't want to have
to go in and approve each of these mailings.

I'd recommend that each interested developer should individually subscribe
to be alerted on changes to the Bugs and Patches lists on SF.
