I'd like to take out of CVS any HTML files that are derived from text
files.  They really shouldn't be there anyway, but I wasn't sure if I
was going to use reST for sure... anyway, I like reST, so it would be
best if anyone working with the docs downloads docutils
(docutils.sf.net) and uses the docutils/tools/buildhtml.py script to
create the HTML.

The HTML should still be included with releases.  We should also somehow
include the HTML on the website, both so people using CVS can get the
formatted version of the documentation without installing docutils, and
so people using the standard release can have the benefit of updated
documentation (which is usually not very version-specific).

Maybe documentation should be split off, so that only the InstallGuide,
maybe UserGuide, and the release notes are included with
Webware/WebKit.  The rest could be in a separate module, where we could
keep documentation, tutorials, etc.  Perhaps also the webware.sf.net
website.
