Check out mod_gzip for apache. 
(http://www.remotecommunications.com/apache/mod_gzip/)  I haven't tried 
this out with Webware, but you should be able to make it all work 
together.  If not, I think there are a few gzip modules for python, so 
you could encode output through AppServer yourself.
