You're trying to use Webware's CGIWrapper, which never seems to be discussed on this mailing list, which to me means very few (if any) people use it. I've never used it myself. I would recommend skipping CGIWrapper and going straight to WebKit, which is the threaded application server in Webware. 99% of the people that say they are using "Webware" are really using WebKit. The install guide for WebKit is good, and there are some additional hints in the Webware Wiki if you have any trouble getting it to work.
