I was thinking about Lore for separate manuals, not for docstrings.
Text or ReST makes more sense for docstrings.  The Cheetah manuals are
curerntly in LaTeX,
which is a pain to maintain, a greater pain to customize, and an even
greater pain to recruit others
to contribute to.  We've stuck with LaTeX because it has several output
formats, we can use the
Python stylesheets, and DocBook wouldn't really gain us anything.  But
alternatives are worth
considering.

Regarding the Webware docs, changing from HTML would have to be a decision
by the Webware
team since I don't speak for them.  I'm currently writing my stuff in text
because that's easier for me,
and will convert it to HTML or whatever later.

I won't be able to comment further until after I get home sometime in mid
April and try out Lore
and Twisted and the other stuff I learned about in the conference.   But I
am writing an article about
the conference, which will be on the Linux Journal site as soon as it's done.
