webware is not trying to server the image file. Since it is the url does not contain cgi-bin/wkcgi apache is trying to server the image.
Apache cannot serve the image because /tmp is not in its docroot (I hope)
When you open it on your desktop you are asking the filesystem to serve image. Your browser is just reading the image from /tmp directly w/o using any server. That works.

When I point my browser at http://localhost/cgi-bin/wkcgi, I see the text, but not the picture. When I save the html in a file and open it with the browser I see the picture as well as the text.
I'm wondering if I need a different webserver or what.
