Right, I forgot that VMS is somewhat different from Unix. In WebKit/Adapters/CGIPlus you find the CgiPlusMakeAppWorkDir.py script and a README file that points to some websites with special instructions for using Webware for Python under VMS, but it seems you found that already. You should probably follow the instructions given there.
