Dan,   Are you sure that these entities will fall under the covered entity definition? Unless they plan to bill for the service electronically, they are not a covered entity under the rule and therefore, would not be required to provide a notice.  It would seem that additional research may be necessary to determine whether HIPAA has any impact on the providers of the health fair services.
