Are you sure that these entities will fall under the covered entity definition? Unless they plan to bill for the service electronically, they are not a covered entity under the rule and therefore, would not be required to provide a notice.  It would seem that additional research may be necessary to determine whether HIPAA has any impact on the providers of the health fair services.

In discussions at our hospital, we have decided that if we gather and retain PHI at health fairs, the notice must be distributed and acknowledged. It seems to me that each CE who gathers and retains PHI is required to give their notice, even if that means multiple notices.
