Connie, this is not an incidental disclosure, the disclosure of the patient's address is a blatant violation of HIPAA privacy rules, and as you said, not allowed.

You may give to the press the information that is on your directory. 
You may respond to a few questions if the press asks for the patient by name.

You may not give out personal information, like marital status, number of kids (or their names), address, or the license of the car they were driving at the time of the accident, etc.
