Problem statement (mass deployment) and proposed solution (Certification testing) together, are (somewhat) flawed... from my experience...
The market share aspect was raised by Skip in his email syaing those who are trying to raise this issue are doing for creating market market share for themselves... All this aside you are right, everybody is tired of this and need move on by developig a consensus statement/definition of the concept of certification. The origin of the concept of certification was written into the white paper in mid-2000 and is a concept that came out of AFEHCT, WEDI, and EHNAC in 1997 or earlier, long before the current vendors were involved in HIPAA transaction testing. It came out of a search for a solution to the mass deployment of testing problem that was, and is, looming in the HIPAA future." Now...can we please move off this non-productive discussion and get on to developing a consensus statement/definition of the concept of certification that will be useful to the industry during this extremely challenging stage of actually implementing the HIPAA EDI transaction sets? If we want to reduce/eliminate the noise around this topic, get rid of the "vague recommendations" (in the white paper by WEDI) and offer "clear recommendations" (which I am sure will some others with their agenda and that is OK!). That sure can help remedy this situation, to a great extent, IMHO. If all those on a committee represent one vendor's view of the world then the industry will not recieve a fair and impartial recommendation. Disclosing interest or favoritism of a vendor goes a long way to describe to CE's the true value (if any) of the work product. Does charlatan apply to all those who offer recommendations on testing and certificaton when they themselves have little or no experience? >From the conversations on this listserve it doesn't appear too many people have a testing background, unless I am missing something or they don't contribute to this listserve. If recommendations weren't so vague and confusing, most of this noise would disappear, don't you think?
