Below are the minutes from our meeting earlier today:

Update on Testing Survey:

      Ed Hafner reported that the survey had been delivered and reviewed by
the Steering Committee.  They made several suggestions and most of them had
either been incorporated into the survey or responded to.  Ed has also
contacted Kristin Becker concerning a release form for those who will have
access to the survey results.  Kristin and/or Jim Schuping should have
access to the NCVHS information that Steve Lazarus brought up.  Also, John
indicated that there is an initiative in SNIP to publish a companion guide
template.  John will send this information to the testing listserve.
Finally, Ed indicated that John Huff was ready with the internet version of
the survey.  He will send John the URL for the survey website so John can
begin working on getting the link created from the SNIP site.

Update on New White Paper Ideas:

      Rama gave us an update on this initiative and then Mike DeRoche
joined the call later and provided additional information.   This sub-group
has met and has come up with a listing of possible ideas for another white
paper.  They have made a decision to create a separate white paper in lieu
of updating one of our current papers.  They will distribute an outline of
their proposed paper to the group in the next few days.

Topics for March SNIP Conference:

      John forwarded the ideas that the group had for our Testing breakout
session in Chicago to Don Bechtel.  We will most likely present our survey
and any of the results we may have at that time, distribute our survey to
the participants, and review the ideas for our new white paper at the
conference.  John will forward the conference agenda as soon as it is
available to the co-chairs.  (Please see below for a draft agenda from the
SNIP website..This conference seems to be structured a little differently
than previous ones.  I don't even see a spot for a Testing breakout
session.  We may not be asked to present anything at all.  I will follow
up).

Update on Dental and Institutional Technical Scenarios:

      John indicated that he finished the institutional scenario clean up
and emailed them to Kepa yesterday.  Sunny will get an update from Brandi
and have Brandi contact John as to the status of the dental scenarios.
Hopefully we can have the files created and published very soon.

Miscellaneous:

      Sue and John will not be available for the next call.  However, Rama
volunteered to lead the call on 2/13.  The call will center around our
presentation at the Chicago conference if  we do actually need to prepare
something.  If not, the call can center around the current work intiatives
we have underway.  Rama will send out a meeting reminder and take minutes
from the meeting.

      Dave Frankel raised the issue about the concerns from the Phoenix
conference on vendor preference at these conferences.  John indicated he
would raise this up as an issue at the next co-chair meeting.

                        going to do on October 16 if a significant number
                        of their trading partners aren't ready?

                        Privacy Issues for Health Plans.  The current state
                        of industry readiness, recent HHS guidance, where
                        entities need to be at this time, what can be
                        expected as of the April compliance date.  What
                        issues are payers facing in the final stages of
                        implementation? Are they re-working existing
                        policies and procedures (P&P), are they training,
                        are they still implementing?  How will payers
                        enforce HIPAA P&P?  Do health plans need
                        authorization to discuss information with spouses
                        or family members who are not the designated
                        representative on record?  Other topics to be
                        covered include Business Associate agreements,
                        administering individual rights when a health plan
                        is a business associate of another health plan,

                        Myths & Facts About the Oral Communications
                        Requirement
                        HIPAA clearly requires HCOs to protect oral
                        communications. But little is known about the
                        existing ISO, ASTM and ANSI standards which define
                        & describe how to use instruments to measure oral
                        privacy. These standards form a convenient,
                        objective framework for HIPAA. The speaker will
                        also discuss a "tool kit" of inexpensive products
                        that enable HCOs to comply by April 2003. This
                        "tool kit" approach is already used in the defense,
                        banking and corporate real estate industries.
