Details:
Some config variable for after start command would be good. Something like
server_command eg. after_start_command and after_start_command_delay.
This should execute commands in after_start_command after
after_start_command_delay seconds. after_start_command_delay counting should
start after all plugins/scripts are loaded and all servers, with
auto-connect, are auto-connected and all joins and server_commands are done
for that servers.
