Details:

Currently in 0.2.7, weechat_hook_print allows one to hook a printed message. 
I am requesting that a function be created that allows one to hook a message
and modify it before it is printed.

Example use-case:
Freenode prefixes messages from unidentified users with a '-' and messages
from identified users with a '+' if one enables CAPAB IDENTIFY-MSG.  With a
function as described above, one could create a plugin to remove '-' and '+'
from the message text and instead prefix the nick with '?' if the user is not
identified.  This is similar to how operators and voiced users are currently
distinguished by prefixes of '@' and '+'.
