Follow-up Comment #1:
Problem is identified, it's related to locale: with tr_TR.UTF-8,
weechat_strcasecmp function does not work. With almost any other locale, it's
working.
So it's bug in this function.
In turkish, upper case of "i" is "İ". That explains behaviour with commands
containing letter I: JOIN, PRIVMSG, NOTICE, ..
