0.3.1 is compiling fine with a newer gnutls (2.8.5) on an fc12 system. Yes
1.4.x is very old and seems to be the problem, unfortunately it's
centos/rhel's current version.
As I was able to compile 0.3.0 against gnutls-1.4.x I thought it strange
"irc-server.c" in 0.3.1 was unable to compile between a minor release.
