Details:
When the option "irc.look.notice_as_pv" is set to "always", we can't tell
when an user sends you a message if it's actually a private message or a
notice, as it's printed/formated in the buffer the same way.
Additionnaly, the text color sets by "irc.color.notice" is ignored in that
case.
