Ah, it does seem that
irc.server_default.anti_flood_prio_high
irc.server_default.anti_flood_prio_low
were changed to 0. I don't remember changing these, though it wouldn't
surprise me if I did. I remember there was a time I was curious about anti
flood measures. Sorry to have wasted a bug report on this. :-(
